玉环市国有建设用地使用权公开出让公告

根据《中华人民共和国土地管理法》、《中华人民共和国城市房地产管理法》、《中华人民共和国城镇国有土地使用权出让和转让暂行条例》、《招标拍卖挂牌出让国有建设用地使用权规定》、《招标拍卖挂牌出让国有建设用地使用权规范》以及《浙江省国有建设用地使用权网上交易规则（试行）》等有关规定，经玉环市人民政府批准，玉环市自然资源和规划局决定公开出让1幅国有建设用地使用权。现将有关事项公告如下：

一、公开出让地块的基本情况和规划指标要求。

二、本次出让地块竞买对象

中华人民共和国境内法人单独参与竞买，竞得人若为非玉环纳税企业，须在玉环注册独立法人企业并在玉环纳税。

三、出让方式

按现状条件挂牌出让本公告地块的国有建设用地使用权，出让采用增价竞价方式，按照价高者得的原则确定竞得入选人及成交价格。竞得入选人须在网上交易结束后5个工作日内，到玉环市土地交易中心接受资格审查。经审核通过后，与玉环市自然资源和规划局签订《网上交易成交确认书》和《国有建设用地使用权出让合同》，《国有建设用地使用权出让合同》签订之日起一个月内付清土地出让金。按规定缴纳契税和印花税，土地出让金不含市政基础设施配套费和项目建设的其他规费。

四、操作途径

本次地块的国有建设用地使用权挂牌出让均通过浙江省土地使用权网上交易系统（https://land.zjgtjy.cn/GTJY_ZJ/go_home）进行。申请人须办理或持有有效的数字证书（CA认证），填报相关要求，并按要求足额缴纳竞买保证金，方可进入浙江省土地使用权网上交易系统参加网上挂牌出让活动。

办理数字证书请参阅“浙江省土地使用权网上交易系统——使用帮助/常见问题”，服务电话：400-0878-198；受理单位：杭州天谷信息科技有限公司；地址：杭州市西湖区西斗门路3号天堂软件园D幢19楼。

五、本次挂牌时间安排

1、报名时间：参加竞买的竞买人申请可在2021年9月10日至2021年9月22日，按《浙江省国有建设用地使用权出让网上交易规则（试行）》和本地块的挂牌出让须知有关规定办理挂牌申请手续（竞买保证金缴纳截止时间为2021年9月22日16:00时）。

2、地块的挂牌时间具体如下：

玉环市漩门二期南区BXE031-0701a地块挂牌起始时间为2021年9月10日9:00时，挂牌截止时间为2021年9月24日9:00时；

竞买保证金到达指定账户时间以银行信息系统记录到帐为准。以上其余时间均以浙江省国有建设用地使用权出让网上交易系统服务器时间为准。

本次挂牌出让的详细资料请参阅《挂牌出让文件》。《挂牌出让文件》及地块相关资料，竞买人可以登录浙江省土地使用权网上交易系统浏览或下载，并按上述文件规定的操作程序参加网上竞买。

（四）竞买人不应在检察机关有行贿犯罪行为记录或在政府部门公布的失信人员名单之列。竞得入选人通过资格审核的，方可最终确定为竞得人。

（五）本次出让地块，地块内地下空间主导功能为配建停车位，地下空间不得作为商业用途开发建设，地下建筑面积和深度不限，不计入容积率。

（六）本次出让地块，结建人防地下室建筑面积按照地上总建筑面积5%的比例确定，应设置二等人员掩蔽工程一处，验收合格后无偿移交给政府有关部门管理并办理不动产初始登记。

（七）本次出让地块可不实施装配式建筑。

（八）本次出让地块不设保留价。
